The First National Economic Scientific Conference: Discussing Vietnam's economic issues in a new context

The Vietnam Economic Science Association (term VI), the Economic Science Association of Da Nang and the University of Economics - University of Danang co-organized the First National Economic Scientific Conference on March 22. The conference is a forum to exchange and receive opinions from scientists, management agencies, businesses, and investors to have accurate explanations about the current situation and economic prospects of Vietnam.

In particular, the conference welcomed more than 60 delegates who are scientists, reputable policy critics, who regularly appear on policy forums at central and local levels. On the side of University of Economics, University of Danang, there were Assoc.Prof.Dr. Vo Thi Thuy Anh - Vice Rector of the school, Assoc.Prof.Dr. Le Van Huy - Vice Rector of the school.

35 presentations at the Conference revolved around many hot topics discussed such as: New international context and business-related issues in 2023, difficult barriers, etc; institutional issues, corporate reform, financial reform; Economic, import-export and innovation sectors; Environmental protection and sustainable development; Social security, labor and combating the Covid-19 pandemic and its consequences, etc. The conference also included discussion sessions on the local economy of the North, Central and South regions and the Association movement, from which many solutions, mechanisms and policies were proposed to promote the development of Vietnam's economy. Prof. Nguyen Quang Thai, Chairman of the Vietnam Economic Science Association indicated: “The conference brings together domestic economists from branches and local associations to discuss important economic issues of the country. At the same time, emphasizing that in the new context, Vietnam's foreign policy strategy is to be far-sighted. When the world is changing dramatically, a flexible adaptation strategy is essential.”

At the presentation "Vietnam's economy: problems, reality and solutions" by Dr. Nguyen Dinh Cung - Former Director of the Central Institute for Economic Management analyzed that socio-economic targets may be too high in the context of the world economy's difficulties until 2024, and there are no strong and consistent changes both strongly support businesses and employees and solve institutional problems that have existed for many years. From there, the author proposes a solution: there should be a reform program and project with a clear and systematic thinking framework, with a scientific and practical basis. Leaders and competent agencies must request relevant advisory agencies to assess the current socio-economic situation properly and adequately; requires in-depth and comprehensive assessment of weaknesses, especially internal weaknesses, identification of objective and subjective causes. In particular, in investor-enterprise relations, the entire state system from the central to local levels must accompany businesses, empathize with and share with investors and businesses the difficulties, risks, and challenges they are facing. Minimize barriers and administrative procedures in business investment activities of enterprises; solutions and measures to manage and implement them need to be friendly to business investment, in accordance with market rules.

In the three years 2020 - 2022, the economy experienced the Covid pandemic and many unusual uncertainties of the world economy. It has been three difficult years, testing the resilience of the economy, especially for the immature private sector. It must be objectively acknowledged that, although the economy has "sustained" through the past 3 particularly difficult years, the "internal" sector has been weakened, many Vietnamese enterprises are suffering from "thirst for capital", and their strength has decreased significantly while the main capital channels - public investment, bond market, stocks... are congested. Those are the analyzes in the presentation "Vietnam's private economy: Prospects in a new context" by Assoc.Prof.Dr. Tran Dinh Thien - Vietnam Institute of Economics. At the same time, Assoc.Prof.Dr. Tran Dinh Thien also proposed solutions to promote the right and strong development of the private sector in Vietnam as follows:

Firstly, building an economy with subjects "different in function, equal in status, free to do business" based on new property, in which intellectual property (including technology ownership) plays a decisive role, operated in an open and transparent environment.

Second, develop the subject forces according to the standards of "globalization - high technology", meeting the requirements of modern international integration and competition.

Third, the view of building a strong force of ethnic enterprises (Vietnamese enterprises), with the main axis being strong economic groups, the core is private corporations, capable of global integration and competition, with great development spillover to other economic forces (small and medium enterprises, individual economy, farmer households).

Fourth, develop the force of Vietnamese enterprises according to the principle of "taking advantage of being behind, going ahead and catching up".

After listening to the discussions of the economists of the branches, the economists of the local associations on many different areas of the Vietnamese economy, in order to have more scientific and practical bases, more perspectives, experts, managers, and scientists actively discussed, contributed ideas, provided new issues that needed clarification and supplementation for discussion at the conference; focus on orientations, goals, tasks and solutions in order to propose policy solutions for socio-economic development in Vietnam in the coming period.
