Many breakthrough solutions to develop the service industry in the process of industrialization and modernization to 2030, with a vision to 2045

On the morning of August 5, the University of Danang in collaboration with the Central Economic Commission and the Da Nang Party Committee co-organized the National Scientific Conference with the theme "Developing the service industry in the process of industrialization and modernization to 2030, with a vision to 2045" at Furama Resort Danang.

The chairing delegation and steering committee of the conference included: Comrade Tran Tuan Anh, Member of the Politburo, Head of the Central Economic Commission; Comrade Nguyen Hong Dien, Member of the Party Central Committee, Minister of Industry and Trade; Comrade Nguyen Van Quang, Member of the Party Central Committee, Secretary of the Da Nang Party Committee; Comrade Dao Minh Tu, Deputy Governor of the State Bank of Vietnam; Comrade Doan Van Viet, Deputy Minister of Culture, Sports and Tourism; Comrade Nguyen Ngoc Vu, President of the University of Danang.

The conference had the participation of 250 delegates who are leaders of central ministries and branches, some localities with a high proportion of service industries, Central - Central Highlands  provinces, associations, businesses, experts, domestic and international scientists, and a large number of press agencies. The units participating in accompanying and communicating with the Conference include: Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB); Furama Resort Danang; Vietnam Airlines Corporation (VNA); Aviation Joint Stock Company (VIETJET); Petrolimex Insurance Corporation (PJICO); Alpha Asimov Robotics Company; Electricity of Vietnam (EVN).

The conference focused on deepening, analyzing and clarifying the contributions of the service industry in the process of industrialization and modernization of Vietnam in the 35 years of renewing, especially from 2010 up to now; at the same time, identifying development trends and mobilize the restructuring of service industries based on science, technology and innovation; developing service industries which includes the new service sector in the process of industrialization and modernization; develop infrastructure and promote digital transformation for the development of service industries.

The Conference Organizing Committee received 59 papers published in the Conference Proceedings, 05 main reports and opinions of 10 speakers at the discussion sessions. The main reports of the Conference are presented by speakers who are national and international managers, experts, scientists and international organizations focusing on the following topics: (1) Trends global tourism and its significance for Vietnam; (2) Cultural industry in the process of industrialization and modernization of Vietnam: Current situation and recommendations, proposals; (3) The future of service-based development; (4) Restructuring service industries based on science, technology and innovation: The reality of Da Nang city and recommendations and proposals; (5) Some proposals and recommendations to develop Vietnam's logistics services in the process of industrialization and modernization; (6) Development of modern banking services in the process of industrialization and modernization - practice of VCB and policy proposals and recommendations.

Speaking at the Conference, Assoc.Prof.Dr. Nguyen Ngoc Vu - President of the University of Danang said: "The recommendations and suggestions of scientists and managers today will certainly be important scientific arguments for the Party Central Committee and the Government to refer to and propose timely guidelines, policies and strategies to develop the service industry in Vietnam to 2030, with a vision to 2045".

After the main report session, a roundtable discussion session led by Dr. Nguyen Duc Hien, Deputy Head of the Central Economic Commission, Head of the Editorial Team to develop the Coordination Scheme with the participation of sharing, dialogue, analysis and discussion of leading representatives, experts of organizations leaders of relevant departments, ministries and sectors and representatives of businesses operating in the service sector, focusing on a number of contents: (1) Restructuring service industries based on science technology, innovation; (2) Developing new service industries in the process of industrialization and modernization; (3) Developing infrastructure and promoting digital transformation for the development of service industries; (4) Propose guidelines, mechanisms and policies for service development in the process of industrialization and modernization.

Concluding the conference, Mr. Tran Tuan Anh, Politburo member, Head of the Central Economic Commission said: “The reports and presentations have reflected observing theoretical and practical issues posed about service development in the process of industrialization and modernization, making practical and useful contributions to the completion of the Project "Industrialization and modernization guidelines and policies to 2030, with a vision to 2045" submitted to the 6th Plenum of the XIII Central Committee. This is a large-scale project, of special significance for our country to successfully implement the goals of the Socio-Economic Development Strategy 2021 - 2030, that is, by 2025, our country will be developing countries with modern industry, surpassing the low-middle income level; by 2030, the 100th anniversary of the founding of the Party, as a developing country with modern industry, high middle income, by 2045, the 100th anniversary of the founding of the country, become a developed, high-income country. Today's exchanges will contribute to proposing new views, key tasks, breakthrough solutions, and appropriate recommendations on guidelines and policies on industrialization and modernization of the country in the period of 2030 - 2045 ".

The Conference received many comments from leading experts.

Besides, the Conference listened to some international experiences as well as recommendations on a number of guidelines and policies along with tasks and solutions to develop service industries in the new context and conditions; In particular, the presentation of the World Bank representative emphasized the positive factors of scale, innovation and spillover when promoting service development that will bring jobs and increase productivity. The World Bank assessment shows that there is a need to improve productivity in lower-skill services; and at the same time move workers to more productive sectors. If low-middle-income countries had the same share of service jobs as high-income countries, their productivity would increase by a third. Countries can exploit these transformational opportunities from services, regardless of their level of industrialization.

The conference also emphasized that the model of industrialization and modernization of the country in the coming time clearly needs to be changed to suit the new context. Accordingly, industrialization and modernization should be based on the foundation of science, technology and innovation associated with the requirements of green growth, sustainable and inclusive development, with a focus on comprehensive digital transformation of sectors and fields; putting the people at the center, clearly defining the people as the object of service and beneficiaries, and clearly affirming that industrialization and modernization are also the cause of the whole people.
