The World Bank assessment shows that there is a need to improve productivity in lower-skill services; and at the same time move workers to more productive sectors. If low-middle-income countries had the same share of service jobs as high-income countries, their productivity would increase by a third. Countries can exploit these transformational opportunities from services, regardless of their level of industrialization.
