National online seminar "Developing a green financial system to promote a green economy in Vietnam"

On the morning of May 7, the University of Economics - The University of Da Nang cooperated with the University of Economics - Hanoi National University to organize an online national scientific seminar titled “Developing a Green Financial System to promote a Green Economy in Vietnam”. This is a scientific activity under the national key Science & Technology program for the 2016-2020 period: “Researching important issues of science and humanities for socio-economic development.”(Code KX.01 / 16-20) by Assoc. Prof.  Tran Thi Thanh Tu - Dean of Faculty of Finance and Banking - University of Economics - Hanoi National University is a subject.

The seminar was attended by leaders' representatives, scientists, and experts from University of Economics - Hanoi National University, National Economics University, Foreign Trade University, and University of Economics. - The University of Da Nang ... and businesses, managers in the field of finance - banking.

 

Welcome speech at the seminar, Assoc. Prof.  Nguyen Thi Anh Thu - Vice Rector of University of Economics - Hanoi National University, said that Vietnam used to be a "green" country in the 20th century, but with socio-economic growth in the past few years. Here, Vietnam ranks first in Southeast Asia in terms of greenhouse gas emissions. This is a big challenge in the process of building a sustainable economy in parallel with environmental protection. In an effort to change the color of the economy from "brown" to "green", the seminar is a forum for lecturers, scientists, policy makers and managers to discuss, analyze and assessing Vietnam's opportunities and challenges in developing a green financial system, thereby proposing solutions to promote the development of the green financial system in Vietnam.

Assoc. Prof.  Dang Tung Lam – Dean of Faculty of Finance - University of Economics - University of Da Nang through the seminar "Developing a Green Financial System to promote a Green Economy in Vietnam " affirmed that the workshop was a positive developing cooperation between the University of Economics - The University of Da Nang and the University of Economics - Hanoi National University, the University hopes that together with its partners, to organize more scientific forums to connect scientists and experts with economic groups, domestic and international businesses, policymakers, contributing to national prosperity and a responsible and capable scientific community in the area.

The introduction of the seminar's presentation was the topic of Dr. Can Van Luc - Director of BIDV Training School on "Current Situation of Vietnam's Financial Market - Current Situation and Solutions". Dr. Luc said that green finance is the general development trend of the world, especially in the current industrial revolution 4.0. Joining that trend, Vietnam has been actively participating in and developing green financial products such as green stocks, green credit and green bonds. Experts from BIDV also said that the potential of green finance in Vietnam is still very great, so this is an opportunity for investors, policy makers to promote the development of the financial system. In addition to the advantages, the development of green finance in Vietnam still faces many difficulties, based on that, experts have proposed a number of solutions for policy makers and credit institutions as well such as Universities, Research Institutes.

Participated in the seminar with the speech: "Green bonds, a financial instrument for the sustainable development of businesses", Assoc. Prof.  Nguyen Thi Minh Hue - Banking and Finance Institute - National Economics University said that green bonds are a new tool, with many advantages compared to ordinary bonds such as: being held longer than ordinary bonds. , raising people's awareness of the social and environmental responsibility. In the future, the green bond market will be a new development trend, promoting advantages such as mobilizing capital with national projects in the field of environment, local green projects, helping businesses. Implementing renewable energy projects, investing in waste treatment, minimizing emissions and manufacturing activities that have a negative impact on the environment contribute to the nation's green and sustainable growth.

Discussing the role of a set of assessment indicators for the development of the green financial system, Dr. Nguyen Hong Thuy - Faculty of Political Economy - University of Economics - Hanoi National University contributes to substantially assess the results of sustainable development, green growth, progressing to pilot development of a green economic model. Green industry, green urban areas, green rural future. Dr. Nguyen Hong Thuy also gave a number of approaches and ways to develop indicators, proposing appropriate indicators to assess the development of the green financial system in Vietnam.

The seminar took place enthusiastically with many attractive topics on private economic development and social enterprises in Vietnam such as policies, solutions to form and develop private economy and social enterprises, regional economic development in Vietnam. Scientists also discussed and found many solutions to promote the development of industrial clusters as well as models and forms to develop private economic linkages. In the context of the booming technology revolution 4.0 and the era of global integration, experts also raise the problem of promoting business links to develop the private economy through typical examples of a number of private economic models in some countries in the region and experiences for Vietnamese managers.

In addition, the contributions and opinions of experts and scientists will be studied by the organizers and the chairmen of scientific topics at the State level " Research important scientific and humanistic issues for socio-economic development” (code KX.01 / 16-20) is absorbed into a selective report sent to state management agencies, policy makers, businesses to have policies to promote green finance in Vietnam.

Sáng ngày 07/5, Trường Đại học Kinh tế - Đại học Đà Nẵng đã phối hợp với Trường Đại học Kinh tế - Đại học Quốc gia Hà Nội tổ chức hội thảo khoa học quốc gia trực tuyến mang chủ đề 

“Phát triển hệ thống tài chính xanh nhằm thúc đẩy kinh tế xanh ở Việt Nam”. 

Đây là hoạt động khoa học thuộc chương trình Khoa học & Công nghệ trọng điểm cấp quốc gia giai đoạn 2016-2020: “Nghiên cứu những vấn đề trọng yếu về khoa học và xã hội nhân văn phục vụ phát triển kinh tế - xã hội” (mã số KX.01/16-20) do PGS.TS. Trần  Thị Thanh Tú – Chủ nhiệm khoa Tài chính – Ngân hàng – Trường Đại học Kinh tế - Đại học Quốc gia Hà Nội làm chủ nhiệm đề tài.

 

Hội thảo có sự tham dự của đại diện lãnh đạo, các nhà khoa học, chuyên gia Trường Đại học Kinh tế - Đại học Quốc gia Hà Nội, Trường Đại học Kinh tế Quốc dân, Trường Đại học Ngoại thương, Trường Đại học Kinh tế - Đại học Đà Nẵng… và các doanh nghiệp, nhà quản lý trong lĩnh vực tài chính – ngân hàng.

 

PGS.TS Nguyễn Thị Anh Thu – Phó Hiệu trưởng Trường Đai học Kinh tế - Đại học Quốc gia Hà Nội phát biểu chào mừng hội thảo

 

Phát biểu chào mừng tại hội thảo, PGS.TS. Nguyễn Thị Anh Thu – Phó Hiệu trưởng Trường Đai học Kinh tế - Đại học Quốc gia Hà Nội cho biết Việt Nam từng là một quốc gia "xanh" trong thế kỷ 20, song với sự tăng trưởng kinh tế xã hội trong vài năm trở lại đây, Việt Nam đã đứng đầu tại Đông Nam Á về lượng khí nhà kính phát thải. Đây là thách thức không nhỏ trong quá trình xây dựng nền kinh tế bền vững đi đôi với bảo vệ môi trường. Trong nỗ lực đổi màu nền kinh tế từ “nâu” sang “xanh”, hội thảo là diễn đàn để các giảng viên, các nhà khoa học, các nhà hoạch định chính sách và các nhà quản lý cùng thảo luận, phân tích và đánh giá về cơ hội và thách thức của Việt Nam trong việc phát triển hệ thống tài chính xanh, từ đó đề xuất các giải pháp để thúc đẩy sự phát triển của hệ thống tài chính xanh tại Việt Nam.

TS. Đặng Tùng Lâm – Trưởng khoa Tài chính – Trường Đại học Kinh tế - Đại học Đà Nẵng thông qua Hội thảo “Phát triển hệ thống tài chính xanh nhằm thúc đẩy kinh tế xanh ở Việt Nam” khẳng định hội thảo là kết quả có sự phát triển hợp tác giữa Trường Đại học Kinh tế - Đại học Đà Nẵng và Trường Đại học Kinh tế - Đại học Quốc gia Hà Nội, phía Trường mong rằng sẽ cùng với các đối tác tổ chức nhiều diễn đàn khoa học hơn nữa để kết nối các nhà khoa học, chuyên gia với các tập đoàn kinh tế, các doanh nghiệp, nhà hoạch định chính sách trong nước và quốc tế, góp phần cho sự thịnh vượng quốc gia và một cộng đồng khoa học có trách nhiệm và năng lực tại Khu vực.

 

Phần trình bày của TS. Cấn Vân Lực – Ngân hàng BIDV

Mở đầu cho phiên trình bày tham luận của hội thảo là đề tài của TS. Cấn Văn Lực – Giám đốc Trường Đào tạo của ngân hàng BIDV về “Thực trạng thị trường tài chính Việt Nam - Thực trạng và Giải pháp”. TS Lực cho biết tài chính xanh là xu hướng phát triển chung của thế giới, nhất là trong cuộc cách mạng công nghiệp 4.0 hiện nay. Hòa chung xu hướng đó, Việt Nam đã và đang tích cực tham gia, phát triển các sản phẩm của tài chính xanh như: cổ phiếu xanh, tín dụng xanh và trái phiếu xanh. Chuyên gia từ BIDV cũng cho rằng tiềm năng của tài chính xanh ở Việt Nam còn rất lớn nên đây là cơ hội để các nhà đầu tư, các hoạch định chính sách thúc đẩy sự phát triển của nền tài chính. Bên cạnh những thuận lợi, việc phát triển tài chính xanh ở Việt Nam còn nhiều khó khăn, dựa trên cơ sở đó, chuyên gia đã đề xuất một số giải pháp đối với các nhà hoạch định chính sách, các tổ chức tín dụng cũng như các Nhà trường, Viện nghiên cứu.

Tham luận“Trái phiếu xanh, công cụ tài chính cho sự phát triển bền vững cùa các doanh nghiệp” của PGS.TS. Nguyễn Thị Minh Huệ - Viện Ngân hàng – Tài chính – Trường Đại học Kinh tế Quốc dân

Tham gia hội thảo với tham luận: “Trái phiếu xanh, công cụ tài chính cho sự phát triển bền vững cùa các doanh nghiệp”, PGS.TS. Nguyễn Thị Minh Huệ - Viện Ngân hàng – Tài chính – Trường Đại học Kinh tế Quốc dân cho rằng Trái phiếu xanh là công cụ mới, có nhiều ưu điểm so với trái phiếu phổ thông như: được nắm giữ lâu hơn trái phiếu thông thường, nâng cao nhận thức của con người về trách nhiệm đối với xã hội – môi trường. Thời gian tới thị trường trái phiếu xanh sẽ là xu hướng phát triển mới, phát huy được những ưu thế như huy động vốn với các dự án quốc gia trong lĩnh vực môi trường, các dự án xanh ở địa phương, giúp các doanh nghiệp thực hiện các dự án năng lượng tái tạo, đầu tư xử lý chất thải, giảm thiểu khí thải và những hoạt động sản xuất tác động xấu đến môi trường đóng góp vào sự phát triển tăng trưởng xanh và bền vững của quốc gia.

TS. Nguyễn Hồng Thúy – Khoa Kinh tế chính trị - Trường Đại học Kinh tế - Đại học Quốc gia Hà Nội đề xuất một số bộ chỉ số đánh giá kết quả phát triển của hệ thống tài chính xanh

Bàn về vai trò của bộ chỉ số đánh giá đối với sự phát triển của hệ thống tài chính xanh, TS. Nguyễn Hồng Thúy – Khoa Kinh tế chính trị - Trường Đại học Kinh tế - Đại học Quốc gia Hà Nội góp phần đánh giá thực chất kết quả phát triển bền vững, tăng trưởng xanh, tiến đến thí điểm phát triển mô hình kinh tế xanh, công nghiệp xanh, đô thị xanh, nông thôn xanh tương lai. TS Nguyễn Hồng Thúy cũng đưa ra một số phương pháp tiếp cận và cách thức xây dựng bộ chỉ số, đề xuất bộ chỉ số phù hợp để đánh giá mức độ phát triển của hệ thống tài chính xanh ở Việt Nam

Hội thảo đã diễn ra sôi nổi với nhiều chủ đề hấp dẫn về phát triển kinh tế tư nhân và doanh nghiệp xã hội tại Việt Nam như: chính sách, giải pháp hình thành và phát triển kinh tế tư nhân và doanh nghiệp xã hội, phát triển kinh tế vùng tại Việt Nam. Các nhà khoa học cũng thảo luận, tìm ra nhiều giải pháp đẩy mạnh phát triển các cụm liên kết ngành cũng như các mô hình và hình thức để phát triển liên kết kinh tế tư nhân. Trong bối cảnh cuộc cách mạng công nghệ 4.0 đang bùng nổ và thời kỳ hội nhập toàn cầu, các chuyên gia cũng đặt ra vấn đề thúc đẩy liên kết kinh doanh nhằm phát triển kinh tế tư nhân thông qua những minh chứng điển hình của một số mô hình kinh tế tư nhân tại một số quốc gia trong khu vực và kinh nghiệm rút ra cho các nhà quản lý của Việt Nam.

Bên cạnh đó, những đóng góp, ý kiến của các chuyên gia, nhà khoa học sẽ được ban tổ chức và ban chủ nhiệm đề tài khoa học cấp Nhà nước “Nghiên cứu những vấn đề trọng yếu về khoa học và xã hội nhân văn phục vụ phát triển kinh tế - xã hội” (mã số KX.01/16-20) tiếp thu thành báo cáo chắt lọc gởi cho các cơ quan quản lý nhà nước, các nhà hoạch định chính sách, các doanh nghiệp để có chính sách thúc đẩy sự phát triển nền tài chính xanh ở Việt Nam.
