Public-Private Partnership in the Digital Age: Advancing State - University - Enterprise Collaboration

On May 30, 2026, the University of Economics - University of Danang, in cooperation with the Danang Department of Science and Technology and the Danang Young Entrepreneurs Association, organized a scientific seminar entitled “Public-Private Partnership in the Digital Age.” The event attracted the participation of policymakers, experts, business leaders, and academics.
The seminar focused on public-private partnership (PPP) models in the context of digital transformation, innovation, and the rapid evolution of new technologies such as artificial intelligence (AI), big data, and digital platforms.
In his opening remarks, Associate Professor Dr. Doan Ngoc Phi Anh, Vice Rector of the University of Economics, remarked that digital technology is profoundly transforming both the economy and society. In this context, cooperation between the public and private sectors not only mobilizes resources but also serves as a catalyst for innovation, enhancing competitiveness and promoting sustainable development.

According to Dr. Doan Ngoc Phi Anh, the tripartite linkage model between the State, universities, and enterprises is playing an increasingly important role in the modern development ecosystem. The State is responsible for institutional development, legal framework improvement, and digital infrastructure promotion. Universities are tasked with training high-quality human resources, conducting scientific research, and transferring knowledge. Meanwhile, enterprises act as pioneers in technology adoption, business model innovation, and reflecting real market demands.
The seminar featured three keynote presentations and a roundtable discussion. Topics included emerging trends in public-private cooperation within the digital economy, the development of open data ecosystems, resource sharing for innovation, as well as policy sandbox mechanisms for new technologies and digital assets.
In the presentation “Next-Generation Public-Private Partnership,” Dr. Le Van Hieu, Chairman of the Board of Directors at SEATECH JSC, provided insights into PPP models in the digital era, the Triple Helix model, and the co-creation roles of stakeholders within the innovation ecosystem.

Dr. Nguyen Nhat Minh, lecturer in Digital Economics at RMIT University, analyzed sandbox models and challenges in innovation governance, particularly in emerging technology sectors such as AI, blockchain, Web3, and digital assets.

The subsequent roundtable session continued to propose solutions to strengthen linkages among regulatory agencies, training institutions, and the business community, with a view to building an effective innovation ecosystem that meets the demands of digital transformation.

The University of Economics consistently promotes cooperation with regulatory bodies, enterprises, and organizations both domestically and internationally, aiming to enhance the quality of education, scientific research, and community service. The exchanges at the seminar are expected to broaden opportunities for substantive cooperation, support digital transformation, and foster digital economic development in Vietnam.
