Digital Asset Development: Lessons from the French Republic and Strategic Orientation for Vietnam’s International Financial Center in Danang

On May 29, 2026, the University of Economics collaborated with the French Consulate General in Ho Chi Minh City, Paris Europlace Financial Association, and the Executive Board of the Vietnam International Financial Center in Danang to organize an international conference entitled: “Digital Asset Development: Lessons from the French Republic and Strategic Orientation for Vietnam’s International Financial Center in Danang.”

The event was attended by Mr. Etienne Ranaivoson, Consul General of France in Ho Chi Minh City; Mr. Olivier Vigna, CEO of Paris Europlace; Ms. Marianne Jarlaud, Deputy Director of the Innovation and Digital Finance Department at the French Financial Markets Authority (AMF); representatives from the Executive Board of the Vietnam International Financial Center in Danang, the Vietnam Blockchain and Digital Asset Association, as well as leading digital finance experts.

In his opening remarks, Assoc. Prof. Dr. Doan Ngoc Phi Anh, Vice Rector of the University of Economics, affirmed that digital assets are becoming a vital element in the ongoing transformation of global financial markets, not only associated with technology but also with risk management, investor protection, and the competitiveness of emerging financial centers.

According to Assoc. Prof. Dr. Doan Ngoc Phi Anh, as Danang proceeds with the establishment of its International Financial Center, a prudent, methodical, and selective approach to digital assets is essential. The experience of France and Europe in developing legal frameworks, market regulation, sandbox implementation, and risk control can provide significant insights for Danang in building a modern, secure, and internationally integrated financial ecosystem.

At the conference, French experts shared their experiences in transitioning from traditional to digital finance, as well as operational models of international financial centers in Europe.

In his presentation “From Traditional Finance to Digital Finance: France’s Experience for New International Financial Centers,” Mr. Olivier Vigna analyzed Europe’s lessons in regulating crypto-asset markets and the process of integrating digital assets into the modern financial ecosystem.

Ms. Marianne Jarlaud, in her talk “The French and European Legal Framework for Digital Assets: Theory and Practical Application,” analyzed licensing mechanisms, supervision, and risk management for digital asset trading platforms.

Discussion sessions focused on the role of sandbox mechanisms in promoting financial innovation, the reality of the digital asset market in Vietnam, and emerging legal risks in digital asset transactions.



Delegates exchange views at the conference

Mr. Nguyen Tran Minh Quan, legal expert at VBA and the Vietnam Blockchain and Digital Asset Association, analyzed how the sandbox legal framework can create room for innovation while helping regulators control risks during the implementation of new financial models.

Dr. Nguyen Huu Phuc, lecturer at the Faculty of Law, University of Economics, University of Danang, further analyzed the state of Vietnam’s digital asset market: its realities and legal risk prevention.

Experts also recommended developing management and supervisory mechanisms for digital asset exchanges in line with international best practices, emphasizing the need for enhanced transparency and investor protection.

The conference served as an open forum for dialogue among regulators, international experts, scholars, and businesses, contributing additional arguments, experiences, and policy recommendations for the development of the Vietnam International Financial Center in Danang.
