• More attracting policies and treatment for excellent graduated students, young scientists

    On December 5th, 2017, the Prime Minister signed decree No. 140/2017/NĐ-CP on policies of attracting and creating the resource of officials from excellent graduated students, young scientists and will become effective on January 20th, 2018.  Regarding the plan to widely disseminate the Decree at universities, on the morning of January 12th 2018, the Ministry of Home Affairs (MOHA) and DUE co-organized the seminar “Suggestions on the draft plan to implement Decree No. 140 of the government on policies of attracting, creating the resource of officials from excellent graduated students, young scientists”.  Attending the seminar were Mr. Vu Dang Minh – the head of Department of Youth Affairs – MOHA, Assoc. Prof. Dr. Dao Huu Hoa – Vice Rector of DUE, Mr. Le Dinh Quang Phuc – Secretary of Ho Chi Minh Communist Youth Party of DUE and more than 250 DUE students.


    In his speech, Mr. Vu Dang Minh determined that the policy of attracting talents is always one of the top targets of the Communist Party and the Government during the process of industrialization and modernization. Currently, the Government agencies and public organizations are in need of high-quality human resources, and the Decree No. 140 will help solve this issue. Mr. Minh also explained in details the mechanism and policies, especially the objects and standards, in the Decree. Specifically, as follow:

    1. Graduates with excellent bachelor degrees from domestic or foreign higher education institutions within the age range defined in Article 1 of Youth Law that meet one of the following criteria:

    a) Win third prize or above at provincial excellent student contests, win consolation prize or above at national excellent student contests or have award certificates from international excellent student contests in high school

    b) Win third prize or above at national or international science and engineering contests in high school or college

    c) Win third prize or above at the Olympic contest in college;

    2. Individuals who have master degrees, degrees of primary specialist doctor, residency, primary specialist pharmacist within the age range defined in Article 1 of Youth Law;

    3. Individuals who have master degrees, degrees of secondary specialist doctor, secondary specialist pharmacist within the age range defined in Article 2 of Decree No. 40/2014/NĐ-CP by the Government.

    An individual who fully meets one of these three standards will be directly recruited by agencies, organizations, units that are specified in the Decree No. 140 based on their workforce demands. The individual will also enjoy the preferential policies such as salary scales, allowances, apprenticeship regime, appointing scale of civil servants/officers, raise the scale, job title promotion… Mr. Vu Dang Minh said that the Decree aims to recruit people who are truly talented, capable and willing to long-term dedicate to Government’s organizations to develop the country. 

    Assoc. Prof. Dr. Dao Huu Hoa – Vice Rector of DUE

    At the seminar, Assoc. Prof. Dr. Dao Huu Hoa said that the Decree No. 140 is a practical policy, especially for DUE’s students. DUE is also one of organizations with good policies to attract excellent graduated students and has been deployed them effectively. This is the university’s strategy for improving capacity and quality of its staffs and faculties. Assoc. Prof. Dr. Dao Huu Hoa expects DUE’s students to strive to meet the criteria of the Decree and have opportunities to show their abilities at Government’s units and public organizations.

    There were many comments from faculties and students for the draft guidelines on the implementation of the Decree. The attendees suggested that MOHA should cooperate with others to build circulars for guiding implementation of the Decree more effectively. They also suggested ways to make good use of talents after recruitment, recommended MOHA to create equality and fair competitive environment for talents to demonstrate their ability, as well as to develop a website to connect the recruiters and individuals who meet the standards in the Decree No. 140…

       

    Students suggest that MOHA needs to create web portal about the Decree so that they can clearly understand it and apply for jobs

     

    MOHA’s representative collected all recommendations and concluded at the seminar

    MOHA’s representative collected all opinions and answered questions at the seminar. After collecting suggestions from ministerial and municipal agencies, gifted schools, universities, MOHA will promulgate documents to guide on details to implement the Decree and build a database of graduated students, young scientists for State’s organizations, agencies.
