Many breakthrough solutions to develop human resources, creating a driving force for socio-economic development in the new context

The University of Economics, the University of Danang in collaboration with the National Political Publishing House Su That and the University of Education - The University of Danang held a national scientific conference with the theme "Human resources and driving force for national development" on September 23.

The conference had the participation of delegates: Assoc.Prof.Dr. Vu Van Phuc - Vice Chairman of the Scientific Council of Central Agencies, Assoc.Prof.Dr. Pham Minh Tuan - Editor-in-Chief of the National Political Publishing House Su That, Assoc.Prof.Dr. Vo Van Minh - Chairman of the School Council, University of Education, the University of Danang, Assoc.Prof.Dr. Vo Thi Thuy Anh - Vice-Rector of the University of Economics, the University of Danang, and nearly 100 leaders, experts, and lecturers from universities, research institutes, and scientists across the country.

Opening speech at the conference, Assoc.Prof.Dr. Vo Thi Thuy Anh - Vice Rector of the university emphasized: The world is in the period of the 4th industrial revolution, which has been creating great changes in the structure and training of human resources based on digital technology and innovation. This is a big problem posed in the context of the world having many unpredictable changes with the cause of industrialization and modernization of the country, requiring the Central government and each locality to have great guidelines and right decisions to enhance high-quality human resources, and bring our country into a new period of development: sustainability and prosperity.

The conference attracted 152 papers from scientists with nearly 200 scientists from 60 universities, academies, and research institutes across the country, in which 112 articles were selected to be printed in the conference proceedings. The content presented at the conference focused on two main areas: human resources and the development motivation of the country. (1) The human resource section has 63 presentations on approaching human resources in the aspects of philosophy, economy, culture, history, and the viewpoints of the Communist Party of Vietnam in the 13th Congress. The presentations sketched the overall picture of human resources, set out criteria for high-quality human resources, analyzed and evaluated the successes and limitations, and on that basis proposed solutions for developing high-quality human resources at macro and specific levels in some localities and researched fields. (2) The development motivation section has 49 papers analyzed and evaluated in terms of building a political system, practicing democracy, building mechanisms and policies, developing culture - people, education, science - technology, and promoting the strength of national unity in national development. The papers proposed solutions to arouse patriotism, great national unity, a sense of self-reliance, and bravery of the nation. By promoting cultural values, Vietnamese people create endogenous strength in national construction and development; develop science and technology, innovate and develop higher education, and train human resources to meet the cause of accelerating industrialization and modernization. The above dynamics promote the process of innovation and integration to develop the country in the context of the Fourth Industrial Revolution.

Delivering the introductory report at the conference, Assoc.Prof.Dr. Ngo Van Ha - Dean of the Faculty of Political Theory, University of Economics, the University of Danang, said: "The conference is a forum for scientists to meet, exchange, and share the problems of human resources and development motivation of the country in the new context. Hopefully, the conference is an opportunity to connect the network of scientists across the country to continue discussing this topic in the future."

Delegates exchanged and discussed at the Conference

At the conference, the delegates analyzed and evaluated human resources and national development motivation, and proposed solutions to develop human resources which creates a driving force for socio-economic development in the new context. Report "Unifying awareness and solutions to implement breakthroughs in human resource development strategy in the spirit of the 13th Party Congress" by Assoc.Prof.Dr. Vu Van Phuc has proposed a number of solutions to implement strategic breakthroughs such as (1) Strengthening and raising awareness of strategic breakthroughs in human resource development, especially high-quality human resources; (2) Promoting strong development of science - technology and innovation to make breakthroughs in productivity, quality, efficiency and competitiveness in the context of the industrial revolution 4.0; (3) Promoting the values ​​of Vietnamese culture and people and the strength of the whole nation, realizing social progress and justice, improving people's living standards, ensuring a harmonious connection between economic development and social development; (4) Continuing to develop, promulgate and organize the implementation of legal regulations; (5) Developing and implementing key programs and projects on human resource development associated with science and technology development.

The lecture "Promoting the role of actors to develop human resources in the current period" by Assoc.Prof.Dr. Pham Minh Tuan - Editor-in-Chief of the National Political Publishing House Su That said: Developing human resources is an important task of each country, ethnic group, and region in each development stage, especially in the current period when the world economy is strongly shifting to a knowledge-based economy. Human resource development in Vietnam is considered an important task, a "breakthrough" step to ensure sustainable economic growth and development. To solve this task, it is necessary to have the determination and joint efforts of the whole society.”

The conference proposed many breakthrough solutions to improve the quality of human resources and create motivation for the country's development.

The conference also emphasized that in order to develop high-quality human resources in the process of international integration, The Party and State have promulgated and implemented many guidelines and policies, bringing about encouraging initial results. Human resources of high quality, with a reasonable quantity and structure, rich in intelligence, rich in will and aspiration, with enlightened revolutionary ideals, will be the driving force to soon turn our country basically into a industry towards modernity, meeting the requirements of the 4th industrial revolution which is taking place strongly today.
